Illinois Secretary of State Caught in Unconstitutional Alliance With Circus


PETA is charging that Illinois Secretary of State and State Librarian Jesse White is giving Ringling Bros. free advertising at the state’s expense by promoting a Ringling reading contest. Kids who read circus propaganda from a Ringling-provided list of books will win Ringling prizes, such as a free circus ticket. Parents and anyone else who accompanies a child who has been awarded a free ticket must purchase tickets.

PETA charges that the program is illegal and contrary to both the Constitution of the State of Illinois and the written policies of the library. This contest is nothing more than a scheme by the privately owned, for-profit Ringling Bros., aided by the state of Illinois, to convert public resources into circus advertisements. The Constitution of the State of Illinois dictates that “[p]ublic funds, property, or credit shall be used only for public purposes.”

Furthermore, the suggested reading list plainly violates the written policies of the Illinois State Library by failing to provide alternative perspectives on the controversial use of animals by the circus industry. Illinois State Library policies clearly support the idea that a balanced presentation of viewpoints is critical to the libraries’ mission to inform and educate the public. PETA suggests that White include a PETA-recommended list of pro-animal books that give a more accurate depiction of how animals are mistreated by circuses.

The state should be promoting humane education, not animal cruelty. Please ask Illinois Secretary of State Jesse White to end the state’s promotion of Ringling Bros. immediately.
